中國大陸推動公共外交政策之探析

公共外交是一國政府透過對外資訊，傳播其文化及交流等方式，對其他國家民眾進行闡明及說服之工作，旨在創造有利於己之國際環境，進而謀求國家利益之最大化。公共外交是現代傳統外交重要輔助之途徑，其價值已逐漸為世界各國所認同及運用。中國大陸在執行改革開放以來，綜合國力大幅上升，國際影響力迅速擴展。中國大陸亦知如欲化解國際社會之疑慮，便是著意推展「公共外交」，盡力向國際社會傳達其國家內外政策主張，以杜絕國際社會猜疑。本文旨在剖析中國大陸推展公共外交之考量因素及其概況，首先是論述公共外交之沿革，說明美國與中國大陸在推動公共外交上之概況；其次是界定「公共外交」之概念及內涵，闡釋公共外交之特徵及形成原因；其三是詮釋中國大陸推展公共外交之考量因素；其四是探析中國大陸推展公共外交之具體作法；最後，評析中國大陸推展公共外交之效益及窒礙，並在結論中爰提我國推動公共外交政策之建議。期望透過本文之研究，能夠借鏡美國及中國大陸在推展公共外交之相關作為，作為我國業管單位推展「公共外交」之參據。

Public diplomacy is an important adjunct of modern traditional diplomatic channels, the value has been gradually recognized by countries in the world and use. Chinese mainland in the implementation of reform and opening up, the structure of the revolutionary changes of the overall national strength significantly increased, people's living standards improved, the rapid expansion of international influence. This situation caused concern and worries of the international community, fear of China economic and military rise, will cause the imbalance in the Asia-Pacific strategic situation, Chinese mainland knowledge, who wish to resolve the concerns of the international community is intended to promote ''public diplomacy '' efforts To the international community both inside and outside their national policies and proposals to eliminate the suspicion of the international community. The main motivation for this research study aims to analyze the Chinese mainland to promote public diplomacy considerations and overview, followed by the definition of ''public diplomacy'' in concept and content, features and explain the formation of public diplomacy of causes.
