本文探討 APEC 在 2010 年首次提出成長策略的背景、策略，以及推動各項議題的行動框架。與 G20 的比較後發現，APEC 由於各會員體經濟發展程度差異大，且近年來涵蓋之議題多元且擴充快速，因此成長策略已大幅吸納非貿易投資議題，在行動方面則透過多年期的策略計畫，以及一年期的工作計畫推動工作層級從上而下，落實領袖採認的成長策略。

This essay investigates the background, strategy and implementation framework of the APEC Growth Strategy announced in 2010. By comparing to the G20 Growth Strategy, the essay finds that due to the diverse development level of the member economies of APEC and APEC has expand issues covered in its discussion, the APEC Growth Strategy involves numerous issues not directly related to trade and investment. In addition, in a top-down manner, APEC has been to implement the Strategy and concert their efforts among the working level by embedding the Growth Strategy in multi-year Strategic Plans and annual Action Plans.
