With purposes of establishment of domestic policy for women and children's safety and its core value, reinforcement of horizontal coordination contact among networks of woman-and-child protection, this study collects works for womanand-child protection work and core values performed by police in the US, UK, Australia, and Japan. In-depth interview with woman-and-child with police experts and scholars allows us to understand each unit faces the difficulties and problems of contact in longitudinally and laterally.This study finds that law to protect women and children in these countries is stipulated based on the Convention of the Elimination of All Forms of Discrimination against Women (CEDAW) and Convention on the Rights of the Child and develop national policy. Concerning establishment of safety environment for women and children, governments of these countries adopt cross-instituational and interdisplinary model between governments and private sectors, task force and experts are developed direction in the future. The interview indicate that most of the interviewees believe that the core value for woman-and-child work in police field include prevention and protection of personal safety for victims as well as security for women and children. With respect to the police administration center and its units, they reach work coordination and consciousness through meetings. Only institutionalism and human factors would affect the trust and cooperation between networks.As a result, the study suggests the central police administration should find its positioning, excluding the attitude to be a coordinator, using a transparent, promoting network exchange, and improving the working efficacy. |
