At the end of 2019, severe COVID-19 pneumonia outbreak in China, and then spread to become a worldwide disaster. Although Taiwan is not severely impacted, restrictions on transportation and postal services of other foreign governments still seriously affect the food supply in Taiwan because Taiwan is highly dependent on food imports. Therefore, it is very difficult to check the imported food with to the usual procedures. The temporary measures taken by the authorities in response to the pandemic situation will again raise doubts about their legitimacy. According to this study, it is found that the temporary measures that allow applicants to turn in documents late comply with the current legal framework. If the need to normalize the temporary measures in the future is necessary, the current law has also given full authorization. |
