因應高齡化社會，世界衛生組織提倡高齡友善城市綱領，高齡者在旅遊市場具發展潛力，現今國內旅遊行程中鮮少針對高齡者之設計加以考量。經由文獻探討發現高齡者在國內旅遊時有許多需求與阻礙，為提升高齡者在未來的旅遊品質及滿足其需求，套用Edward提出之SHELL概念模型，以人為中心及安全為主要考量，共分為四個構面：人（Liveware）、軟體（Software）、硬體（Hardware）、環境（Environment）；從文獻中彙整題項，使用修正式德爾菲法，經由多回合的意見統整，獲得具客觀性及信效度之專家意見。研究結果發現除了常見軟硬體設備之外，給予高齡者心理層面的關注也很重要，建議政府或協會應提供客觀指標給旅行社或景點業者參考，讓高齡者能有更安全無虞的旅遊。

Due to the trend of ageing societies and the World Health Organization’s role in promoting the program of ageing friendly cities, Senior citizens have potential in the tourism market, but there are insufficient travel itineraries specifically tailored for them. Currently, only thirteen routes proposed by the Tourism Bureau and some itineraries suggested by travel agents are for senior citizens.

The literature has found that there are still many needs to be met and obstacles to be overcome for the elderly when traveling in Taiwan. In order to improve the quality of tourism and meet the needs of the elderly in the future, so use indiscriminately SHELL model proposed by foreign scholar Edward in 1972 is based on human-centered and safety-oriented considerations and is used in Fei’an system and medical research. The model includes four facets: liveware ,software , hardware ,and environment. By Modified Delphi method ,we can obtain more objective and credible opinions of experts can be obtained. After multiple round of discussions and the analysis of quantitative and qualitative data, the checklist is finalized. Expected to provide travel agencies or relevant government agencies as references, so that the elderly can be more comfortable while traveling in the future.
