At present, the test of the damper used in building must comply with the requirements of Section 10.7 in “Seismic Design Code for Buildings in Taiwan”. However, some of the conditional parameters required for the test are not clearly defined in the code and the professional engineer is allowed to determine whether the test results meet the requirements with different criteria. Therefore, the test verification can only prove that the product meets the requirements of the specific case but cannot be of much help to the performance comparison of different products. As a product for civil engineering and construction, there has been no CNS standard for damper used in the building until now. It also cause difficulties for the laboratory to apply for TAF accreditation because of lack of product testing methods and requirements from CNS standard. Therefore, in this paper, test regulations in China, Japan and the European Union for velocity-dependant dampers and some test reports in Taiwan are referred. Then, CNS drafts for viscous damper and visco-elastic damper are proposed based on the current seismic design code for buildings in Taiwan. The CNS drafts can provide quality control criteria for damper products and its test methods can also be used for the laboratory to apply for TAF accreditation.
