Taiwan features subtropical climate with abundant rainfall. However, due to the extreme weather in recent years, water shortage and flood occur frequently. In order to integrate the construction concept of resilient cities with the rainfall storage, this study suggests building urban micro-reservoirs, and the concept of water resource environment, and explores the design strategies for effective rainfall storage and storage of huge rainfall so as to take preventive measures in case of extreme climate. In this study, the Thiessen’s map is used to establish the range of Xiushui station to collect rainfall data and calculate the average rainfall within duration. Then, the regression analysis is conducted to generate the return period information, and estimate Honer rain type formula and compare the results with rainfall risk level of the meteorological bureau to assess the risk of local maximum rainfall during the two-year recurrence period. The bionic innovative planning and design strategy is also proposed to provide a reference for increasing the application of osmotic water storage in resilient cities.
