The problems of government failure and market failure emerged throughout the middle and late 20th century. The community governance mode, which emphasizes public participation, became the government’s method to respond to the diverse needs of society. The comprehensive community development policy in Taiwan was born under this context. In order to effectively promote the community development policy, local governments have set up community empowerment centers and entrusted project management teams to assist. At present, Taiwan’s community development policy has been carried out for more than 20 years and has entered the third stage. It has begun to emphasize the introduction of enterprise resources and business models to promote the autonomous management of communities. Facing the new trend of community development, the project management teams of community empowerment centers should play a more active role and grow together with the community development in Taiwan. As a case study, this study examines the community empowerment center project management team of Taichung City after the merger of the county with the incorporated cities, analyzes its process of developing social enterprise in response to the change of community development environment, comprehends its difficulties, and then puts forward specific suggestions for future use.
