This article sought to understand the development of European Commission: White Paper on Sport which was regarding its contents. A case study was conducted by the content analysis method. The results and findings were as follows: 1. The contents of the EU White Paper on Sport included four dimensions: the social dimension of sports, the economic dimension of sports, the organizations of sports, and the follow up movements. 2. To a great extent, the proactive four dimensions which covered 53 items have evidently influenced the sports development. 3. The European Commission recognized that the “importance and particularity” of sports as its basic value. Based on this tenet, EU Member States have successfully promoted relevant policy programs which have contributed to establish the sound sports atmospheres in societies.
