If the Parliament of a country cannot work normally, its people’s pride of his democracy is ridiculous. Taiwan politician and elites unanimously assert that the democracy is the highest value in their mind. But when they touch the law-making issue, they respect rarely to the rules of legislative procedure. This is the reason why the Sunflower’s protesters accused the Parliament of suffering the parliamentary failure. This paper aims to explore the factors of parliamentary dysfunction and the perspective of its reform without amending the constitution. The interior order of Parliament and the speaker’s power will be discussed in the first part. Then the parliamentary exterior relations vis-à-vis the executive power and the public will be analyzed in the second part. The reform program and the main suggestions are proposed at the conclusion. |
