Along with global climate change, energy risk issues are in the limelight. From the point of view on energy risk, we pay more attention on risk of energy demand and stability of energy supply before. In contrast, risk of energy consumption is not taken into consideration in the meantime. The indigenous Energy in Taiwan is so rare that we mostly import from abroad and related issues gradually become the focus. But, we still don’t come to a concrete conclusion about its problems. That is, our policies for coping with energy risk look very cloudy. In Taiwan, we considerably depend on energy supplied from other countries. If we expect to reduce risk of the dependence on imported energy, then we must decrease in using energy or improving its efficiency. Scholars have put forward different opinions, and one of the new ways is ESCO. However, because ESCO is at its preliminary stage in Taiwan, we should take an integral point of view with analysis for this industry as facing global climate change and followed by providing policy suggestion with our government and stakeholders. |
