台灣工會組織發展困境之研究：以砂石業為例

The Explorative Research for the Planning and Establishing Construction Truck Union: Take Taiwan

本文以桃園地區砂石車業作為研究對象，透過深度訪談與問卷調查方式，探討台灣砂石車業規劃設置職業工會所遭遇到的困難與阻礙，並研擬解決方案以供政府與企業參考。研究發現因相關法律規範不明確以及地方利益分配問題，造成砂石車工會組織無法成形，而一般民眾對於砂石車業的負面觀感也是間接影響因素之一，但多數砂石車司機以及部分砂石車業者認為可以透過互助會或聯誼會方式以為替代方案，未來則希望整合砂石車司機與砂石車行作為工會主體，並賦予工會監督管理與教育服務職責，藉以提升砂石車工會規劃設置與實際運作的可行性。

Union is a very important mechanism to safeguard labor’s right and welfare, and our Union law had to ensure union to promote their work quality, but because of some account, so we have not any truck union until today.
This research was to study the hinder during planning and establishing construction truck union and take Taoyuan for Instance by interview and questionnaire test.
By this research, we think the key point of question is the blurred of union laws and the complex interests, and popular was detested this job and truck labor, so we suggest to substitute union for associations, and to link the labors and retailers to promote the quality of the labors by superintend in future.
