The transformation of Hydrological environment by urban development and expansion reduce water convergence and further increase surface runoff amount. In addition, extreme climate brings about frequent and intense disasters which have serious impacts of flood on living environment. In order to mitigate the loss from extreme disasters, each government and organization emphasize the integration of comprehensive storm and flood water control into land use spatial planning to change the forming condition and feature of flood, such as risk management and flood management. However, the integration of comprehensive storm and flood water control into land use spatial planning will inevitably impacts on economic development, social equity and land use development which are now challenging urban planners. Therefore, this paper attempts to establish land use planning framework of flood mitigation to look after both land developments and environmental benefits via combining various flood mitigation measures into land use planning to achieve zero increasing surface runoff. This paper integrates runoff analysis and financial evaluation to discuss the possibilities of land use planning framework of flood management for future planning reference. |
