Archival repositories have to provide an appropriate storage environment and take effective measures of preservation and conservation, and thus a preservation policy, assisting to settle down all of these works, is indispensable. The study analyzed the preservation policies of four foreign archives and then developed the fundamental framework. In-depth interviews with archival repositories employees were taken to understand the difficulties of implementing preservation workflow and the demand of preservation policy. The results indicated that archival repositories in Taiwan were short of integrity in making preservation policy, which led the relevant regulations to scatter over the different working instructions. In general, interviewees approved of the benefits from the preservation policies with the positive feedbacks, but they felt concern about the management problems existing in the organizations such as insufficient professionals and scattered legislation. The findings suggest that archival repositories can assess their preservation needs and consider how to harmonize existing rules into preservation policy, and that the promotion of preservation knowledge is helpful for reaching a consensus about the policy. |
