以節慶活動發展部落觀光之可行性研究──以建和部落小米收穫祭為例

Feasibility Study for The Development of Tribe Tourism with Festival Activities- An Example of Kemadurunan of Kasavakan Tribe

臺東市建和部落於2013年開始小米復種，隨著小米復種，小米收穫祭也再次受到部落的重視，因而將曾經中斷的祭儀節慶再次恢復舉辦。因此本研究以臺東建和部落小米收穫祭為研究個案，了解建和部落小米收穫祭的背景歷史，剖析建和部落以小米收穫祭發展旅遊的可行性，並採取非正式會話訪談與參與觀察兩種方式，以SWOT分析工具來進行分析。分析而得的優勢如專屬的祭儀節慶場地、部落居民親切有人情味、依循傳統；劣勢如小米收穫祭會場停車空間不足、小米收穫祭繞街時程視現場狀況而定，遊客不易掌握時間和參與；機會如舉辦期間適逢暑假旅遊旺季、國際熱汽球嘉年華等節慶活動帶動人潮、臺東縣政府的公告宣傳、政策法規的放寬；威脅如舉辦期間適逢阿美族各部落豐年祭期間、鐵路運輸一票難求。最後做出幾項結論，例如完善的基礎設施、區隔特色、提供適合的服務以及增強宣傳力道等。

Kasavakan tribe started to plant millet again, and then restarted the Kemadurunan festival activity in 2013. Case of the Kemadurunan festival activities of Kasavakan tribe for this study, to know the history and background of Kemadurunan, and analysis the feasibility of tourism development of Kemadurunan, informal interview and participate observation are two ways to collect data of this study. SWOT is the analysis method of this study. The strengths are such as dedicated space for festival activities、warm and kind locals、following traditional way; the weakness are such as insufficient parking space、not on schedule, tourists are not easy to participate; the opportunities are such as Kemadurunan time is during the summer vacation、the famous Taiwan International Balloon Festival brings many tourists、publicity from local government、relaxation of policies and regulations; the threats are such as festivals of Amis/ Pangcah are on the same time、hard to buy the train tickets. So the conclusion are need comprehensive infrastructure、distinguishing features、provide the suitable service and enhance publicity.
