The Juvenile Delinquency and Justice Act in Taiwan was revised again in Dec. 2019. Some major revisions included, for example, Juvenile Courts no longer intake cases involve in children under age 12 (Code 85-1), juveniles at–risk behaviors are limited to only three types instead of seven types and administrative offices have to counsel these juveniles before referring to Courts (Code 3), furthermore, a new juvenile offending counsel centers have to be set up to perform the work of assisting juveniles with at risk and delinquent behaviors. The administrative offices have not yet been able to respond to the law revisions. However, the work of Youth Offending Teams in England/Wales starting 1998 is a relevant mechanism to the current situtaiton in Taiwan. This aim of paper therefore is to introduce the YOTs and their effectiveness. More importantly, the paper offers a comparable framework for the Taiwan administrative offices to consider their further reforms. |
