Since 2004, more than 4,000 lawyers have registered as a legal aid attorney at the Legal Aid Foundation, among over 20,000 lawyers ever licensed in Taiwan. And yet, there is barely any systematic research based on quantitative data of those who participated in legal aid activities in Taiwan. Using the Legal Aid Foundation administrative data, licensed lawyer data available at the Minister of Justice website, and in-depth interviews, we come up with the following observations. First, the gender composition is similar to the profession's general perception: there are more male lawyers than female lawyers registered, and the former take more criminal cases whereas the latter take more family law cases. Second, the generational difference is not clear among registered legal aid lawyers, which diverges from the general perception. Third, in contrast to the general perception in the profession, strong tendency of local practice can be identified among registered legal aid lawyers. Six major practice areas can be identified from individual case record, and few lawyers move across practice areas to take legal aid cases. Using data from registration records of local legal aid offices in social network analysis, we identify three clusters of local practice: Taipei, Taichung and Kaohsiung. Each cluster has distinctive connections. |
