Form Holistic Governance Approach Design to The Regional Government

在全球地方化(Glocalization)治理環境趨勢下，為了提昇國家競爭力，許多國家的政府莫不思索對何將國內資源做充分的整合與有效的運用，藉以促進發展與社會進步。而近年來風起雲湧的經濟全球化趨勢，以及科技與資訊科技的加速發展則是催生行政區域重劃潮流的關鍵。從全球治理(holistic governance)模式思維下，有關中央與地方、地方與地方、地方與社區、中央與地方及社區煎、及公私部門之間所涉及的共同事項問題，可透過「議題結盟」理念的建立達到共商解決問題之道。本文強調欲解決都會區域內日益嚴重的區域發展問題，如水資源管理、空氣污染、防洪治水、垃圾處理及交通運輸等民生重大課題，應採取全局治理途徑，考量跨域事項和問題，以設計出因應全球化和職權轉讓潮流下的跨區域合作治理模式。

Informational technology and economical globalization bring reforming administrative region. All this makes the administrative task striding across the boundaries of nations and administrative divisions, for example, water resources management, environment protection, transportation, economic development, and so on. So the members of the same area have to take the cooperative strategies, rather than conduct themselves virtuously. Under this trend, the articles took the approach of holistic governance to consider inter-regional development issues and tried to bring up a humble opinion of the metropolitan area across regional cooperation mechanism.
