全球治理與國際合作：論其策略與困境

Global Governance and International Cooperation: Strategies and Restrictions

從上個世紀1990年代以來全球治理（Global Governance）已成為國際政治的研究者與從事實務者皆十分關切的議題，尤其在1992年聯會國所成立全球治理委員會（The Committee of Global Governance），更是直指當全球性公共問題層出不窮，而主權國家能力衰微之際，如何以新的治理模式處理眾多複雜的全球問題，以維持國際體系的穩定與秩序，已是刻不容緩的議題。本文主要嘗試說明何謂全球治理？全球性公共問題的特質何在？其對國際政治的影響為何？以及吾人又應以何種新的模式處理新的問題？此外，本文亦將以理性選擇途徑為基礎，指出運用全球治理概念處理全球性公共議題時，而又可能面臨何種挑戰及困境？

Since 1990s the concept of ''global governance'' has become a prominent topic in the field of international politics. The establishment of the Committee of Global Governance in 1992 has demonstrated the fact that in such a complex environment, how to handle global problems and maintain system stability and order has already ranked to the first priority among other things. Under such situation, this paper intends to answer the following questions: What is ''global governance''? What are the characteristics of global public problems? While facing new problems, how can we handle them with ''new'' model? In addition, by adopting rational choice approach, this paper will tries to point out the possible challenges and restrictions while taking the concept of global governance to solve current global problems.
