The Fourth Plenum of the Sixteenth Party Congress of the Chinese Communist Party will convene in mid-September. There will be proposals for new political institutions to serve as reforms for intra-party democracy, including ''The Standing Party Representatives' Congress,'' ''Voting by the Whole Party Committee,'' and ''A Reform of the Party's Discipline and Checking Systems.'' At the same time, the Standing Committee of the People's Congress recently passed reforms pertaining to the government's political system. All of-these political reforms have two goals in mind: checking the power of local party secretaries, and responding to grass-roots demands for political participation. They are also a response to the potential legitimacy crisis that the CCP is facing. However, fighting a war against party-state bureaucracy could result in a dilemma for the CCP regime that centers around whether or not the party's monopoly of political power should be broken down. |
