Have Hu and Wen Started a Democratic Reform of Political Monitoring?

Recently, the Chinese Communist Party (CCP) has promulgated two important documents. On February 17, it promulgated the ''Monitoring Regulation within the Party of CCP.'' Next day, it promulgated the ''Discipline and Penalty Regulations of CCP.'' These two regulations symbolize the determination of the government of Hu and Wen to fight against corruption and to curb the abuse of power by CCP cadres and officials. This article addresses some other reform measures that the Hu and Wen government has adopted since last year to check and limit cadres' power abuse and corruption. However, this article also questions the feasibility of such an effort to curb corruption and power abuse within the party without changing the principle of ''power centralization'' that constitutes the back-bone of the CCP regime.
