With the promulgation of the Organic Law on Village Committees in 1987, village elections have been introduced to rural mainland China. Although there are many kinds of elections in mainland China, most of them are only formalities, for candidates in these elections are selected by higher authorities of CCP and voters can not make their own choices. Differing from other existing elections under the authoritarian regime, village elections are competitive elections in which candidates are nominated directly by villagers. The most famous process for nominating candidates is called ''sea election'' and was first introduced in Jilin of northeast China. However, the newly introduced election system is facing many challenges. For example, how to handle the relationship between the village committee and the Party branch, how to deal with the relationship between the township government and the village committee, and how to monitor the elected village cadres, are the three major problems facing the election system. |
