On May 24, 2019, the Ainu Policy Promotion Act, the first law to position the Ainu people as an indigenous people, was enforced. Historically, it is clear that Ainu are indigenous people in northern Japan. However, unlike indigenous peoples in other countries, there is no ethnic organization that is the subject of collective rights, and no materials necessary for certifying an individual as an Ainu are found available at present. The significance of the Ainu Policy Promotion Act as a basis of indigenous policy measures that match the actual situation of the Ainu and Japan will be examined. |
