R&D Investment and Tariff Reform Under Oligopoly

本文在內生研發的理論架構下，探討當政府關稅目標由收益極大化朝向福利極大化改革，對關稅政策以及廠研發水準的影響。本文獲得的主要結論為：(1)在本國廠商存在研發下，關稅改革將使得本國關稅稅率與本國商研發水準提高；(2)外國廠商存在研發下，若外國廠商研發效率相對差時，關稅改革將使得關稅稅率上升，外國廠商研發水準下降。

Under the model with the assumption of endogenous R&D, this study probed into how the tariff policy will affect the R&D of a firm if the government’s tariff reform switches from revenue maximization to social welfare maximization. It concluded that：First, if domestic firm go through the R&D, the tariff reform will impose higher tariffs, which advance the R&D levels of domestic firm; second, if foreign firm also go through the R&D but possess the lower R&D efficiency comparatively, the tariff reform will impose higher tariffs, which degrade the R&D levels of foreign firm.
