This article attempts to use the design of mixed oligopolies and through different policy choices to take about the relevant policies to make policy priorities and recommendations for consumer surplus, pollution abatement and social welfare. We find that under the best strategy, regardless of whether the public firm uses the delegation or encourages the private firm to bear consumer-oriented corporate social responsibility, the government's environmental taxation and social welfare will be increase. The delegation policy in public firm will simultaneously reduce the environmental damage and the consumer surplus level. It's better for the environmental protection but not conducive to consumer rights. The introduction of consumer-oriented corporate social responsibility in private firm will simultaneously increase the environmental pollution damage and the consumer surplus level, which is beneficial to consumer rights but not for the environmental protection. |
