引進專業經理人與企業社會責任對高污染民生混合雙占產業的影響

The Impact of the Policy with the Delegation and the Corporate Social Responsibility on the Production of Highly Polluting Industry under the Mixed Duopoly

本文試圖藉由公民營混合寡占的設計，透過不同的政策選擇來思考相關政策對消費者剩餘、污染防治與環境政策以及社會福利做出政策優劣的排序與建議。本文結果發現，在最佳策略下，無論公營廠商採用專業經理人政策或鼓勵民營廠商負擔消費者導向的企業社會責任，政府的環境稅收與社會福利均會上升，專業經理人政策將同時降低環境污染危害與消費者剩餘，有利於環境保護但不利於消費權益，而導入消費者導向的企業社會責任會同時提高環境污染危害與消費者剩餘，有利於消費權益而不利於環境保護。

This article attempts to use the design of mixed oligopolies and through different policy choices to take about the relevant policies to make policy priorities and recommendations for consumer surplus, pollution abatement and social welfare. We find that under the best strategy, regardless of whether the public firm uses the delegation or encourages the private firm to bear consumer-oriented corporate social responsibility, the government's environmental taxation and social welfare will be increase. The delegation policy in public firm will simultaneously reduce the environmental damage and the consumer surplus level. It's better for the environmental protection but not conducive to consumer rights. The introduction of consumer-oriented corporate social responsibility in private firm will simultaneously increase the environmental pollution damage and the consumer surplus level, which is beneficial to consumer rights but not for the environmental protection.
