Implementing the reconstruction of old and dilapidated building to enhance the quality of overall living environment in Taiwan is necessary, as there is a significant portion of old and dilapidated buildings in major cities in Taiwan that do not have good seismic support and accessible design. Using case study and in-depth interviews with experts, this paper focuses on the realization of social needs and public concerns over the reconstruction of old and dilapidated buildings and explores three related issues. First, the dilemma from the potential homeowners’ perspective for safety and economic concerns. Second, the possible solutions for expediting the implementation of reconstruction act by promoting public awareness and education on structural safety and accessible design for optimal living environment. Third, the need of an updated reconstruction act with amendments and clarifications on government incentive program, regulations, building code, and financial issues. |
