台灣農地變更使用政策之回顧與展望

A Review of Farmland Conversion Policy of Taiwan

本文之內容先分析台灣農地面積變動及農地變更使用概況，再檢討農家耕地規模及農地利用集約度之變化，以明瞭當前農地問題之癥結。接著說明台灣在不同經濟發展階段，農地保護政策與措施之演變，解明政策之背最與得失。最後就政府農地政策之最新動向，即全面修正農業發展條例，放寬農地農有，落實農地農用與做扼要之剖析，並就立法機關對於政府新農地政策之不同意見，略加詳述。 In order to understand the critical issues of the current farmland problems, this paper firstly analyses the changes in farmland area and farmland conversion. Then it discusses the changes in the size of farms and the intensity of farmland utilization. It further describes the policy and measures of farmland protection in the different stages of economic development in Taiwan. It indicates out the background of policy and the success or failure of policy as well. Finally, this paper introduces the new farmland policy proposal the Council of Agriculture, i.e. the overall revision of the Agricultural Development Statute, easing of the control of farmland ownership, and strengthening of the management of farmland conversion. The oppinions concerning the new farmland policy from some members of the Legislative yuan are also briefly iscussed in this paper.
