以「農耕示範農場」模式協助大陸農業發展與強化兩岸農業交流

Through Model Farm Demonstration Method to Promote Mainland China's Agricultural Development

中國大陸近年來因為經濟快速發展，糧食需求殷切，各省政府都積極鼓勵外商在大陸投資農業，以充裕國內糧食供給，並藉以創匯，加速經濟發展。台商在大陸的農業投資雖遍及沿海各省份，但以福建及海南最多，迄1996年止，已有1,700餘家，投資金額合計達10億5,000萬元。台商在大陸的投資，除食品加工業外，都集中於少數高價值的特產品類，幾乎沒有一家投資於基本糧食類如米、麥及玉米等，因而台商在大陸的農業投資對大陸糧食生產技術之提升，助益不大。我國如能比照多年來沿用的派遣農耕隊模式，由大陸提供土地、勞動力而我國提供技術、資金及生產資材，在大陸擇若干點，設置示範農場生產糧食作物，並將成果以示範方式，廣泛推廣到大陸各地，讓農民採用，則必能加速大陸的農業發展，且尚能建立海峽兩岸的，共存共榮關係。 In response to the growing population and strong demand for food, the governments of mainland China is making every effort to promote its agricultural development, and widely invite foreign firms to invest in agriculture. Taiwan's agricultural investment in Mainland was estimated at around 2.3 billion US dollars by 1996, of which Fuken and Hainan provinces share almost a half of the total. However, Taiwan's investments are concentrated in some high-value special crops and almost none of them are in staple food item, thus, very little contribution to the advancement of food production technology. It is, therefore that, recommend Taiwan side to send agricultural technician terms to Mainland, operating 'model farms' focusing in foodcrop production, and demonstrate the innovated technology and harvest result to local farmers, if agricultural exchange of the both coasts of the strait is considered to be necessary.
