建置多元網路發布服務應用於國家發展規劃之研究

本研究將國土測繪中心管有之通用版電子地圖、一千分之一地形圖、地籍圖和國土利用調查成果圖等國土測繪圖資，透過圖資網路服務需求分析與圖資處理，建置多元網路發布服務及分析模組，提供行政院國家發展委員會之「國家發展規劃應用分組」平台作為核心及基本圖資，充實該平台空間圖台內容及國土利用變遷分析模組功能。透過本研究實作不同機關之間管有圖資的流通模式，讓不同機關管有的圖資能夠共同整合並加以利用，並朝圖資雲的的方向推動，其特色為提供標準化圖磚，讓各政府機關可直接套疊運用，減少重複處理圖資的人力與時間，並整合運用各政府機關的圖資成果資料，提供定期更新、豐富的在地化圖資資訊，提供快速穩定的網路地圖元件（MAP API），滿足網站及行動裝置的即時地圖服務需求，讓現有資源發揮最大化的利用。本研究使用自由軟體（Open source）開發多元格式的網路發布服務（如OGC WFS、WMS、WMTS、KML及API等），目前提供「國家發展規劃應用分組」平台應用，未來可以開放給其他地圖服務介接，或作為TGOS等圖台的轉接。期能透過本研究創新圖資開放供應方式，提升國土測繪資料流通，以整合式及創新式之國土測繪資訊平台，加速推動國土資訊成果應用，提升國家發展規劃的品質及效率。 In this study, the use of free software (Open source) to develop multi-format publishing web services (such as OGC WFS, WMS, WMTS, KML and API, etc.) , now offers ' National Development Planning Application Packet ' platform applications, the future can be ported to other maps services , such as map or as a TGOS transfer station . Through this research and innovation on the energy map data open for ways to improve the flow of information on land surveying and mapping , land surveying and mapping in an integrated and innovative IT platform , the application of the results toaccelerate land information to improve the quality and efficiency of the national development planning.
