私有林主經營意願與造林獎勵方式關係之探討－－以台中縣為例

Forest Management Intentions of Private Forest Landowners and Reforestation Award Patterns - A Case Study in Taichung County1

本研究之目的旨在探討私有林主參與造林獎勵政策之經營意願，研究方式係以問卷調查的方法調查台中地區私有林主，造林獎勵方式主要是採用獎勵金、造林貸款及免費種苗提供三種方式，探討其在不同層面林主之經營意願。所得之結果顯示：（1）在資源層面，就造林獎勵金而言，林主擁有4筆土地者，其經營意願較其他林主為低；就造林貸款而言，林主持有林地數之平均每筆面積若大於2ha者，其參與意願較2ha以下者為高。（2）在經營層面，不論造林獎勵金或造林貸款，林主以副產物為主之經營目標者，其參與意願較其他類型的林主為高。（3）在經濟層面，就造林獎勵金而言，在所得、收入來源等項目具有顯著差異；就造林貸款而言，則是在所得、成本及收入來源等項目皆有顯著性差異。就整體評估上，造林獎勵金對林主所產生的經營意願，明顯地高於造林貸款及免費種苗提供。 The purpose of this study was to discuss forest management intentions of private forestlandowners and reforestation award policy. Data were collected from private forest landowners onTaichung County by questionnaire. Three reforestation incentive programs, namely reforestationaward, loan for reforestation and free planting were explored in different aspects. The results show:(1) In the resources aspect, the incentive programs of reforestation award, the landowners have four pieces of land, its management intentions were lower than the others; the incentive programs of loanfor reforestation, the landowners owned greater than 2 ha pieces, they have higher intentions than theothers. (2) In the management aspect, no matter the incentive programs of reforestation award or loanfor reforestation, the major management objective is production of forest by-product, who has higherintentions than the others. (3) In the economic aspect, the incentive programs of reforestation award,intentions of landowners in income and source of income were significant different; the incentiveprograms of loan for reforestation, income, cost and source of income all were significant different.Evaluating the incentive programs and intentions of landowners, it showed that reforestation awardis higher than loan for reforestation and seedling without payment.
