運用國土利用調查資料進行臺灣濕地分布製圖與分析

Using Land Use Investigation Data to Map and Analyze Wetlands in Taiwan

為推動濕地生態保育，濕地保育法業於 2015 年 2 月 2 日施行，惟有關濕地類型、面積及分布等基礎資訊欠缺。本研究以內政部第 2 次國土利用調查資料為材料，配合相關遙測影像資料，以及介接影像平台，將國土利用調查資料 103 類與拉姆薩公約之濕地分類類型 42 類依其定義進行配對，並以地理資訊系統軟體完成濕地分布之萃取，完成製圖與分析，以瞭解臺灣濕地空間分布情形。研究篩選結果有 15 類土地利用類別完全符合拉姆薩濕地之定義，另有 12 類土地利用類別部分區塊為濕地，對應於拉姆薩濕地類型計 26 類有繪製分布區域與計算其面積，包括海洋／海岸濕地 9 類、內陸濕地 9 類及人為濕地 8 類，面積分別為約 10 萬公頃（ha）、8 萬 ha 及 27 萬 ha，面積合計 45 萬 ha，此資訊可提供濕地管理單位在決策、規劃及經營管理之參考與應用。 Although the Wetland Conservation Act was implemented on 2 February 2015 to promote wetland ecological conservation in Taiwan, it remains a fact that there are insufficient information on wetland type, area, and distribution. In our study, we used Geographic Information Systems (GIS) to extract digital information on the distribution and areas of various wetland types in Taiwan and matched the 103 land use categories published by the National Land Surveying and Mapping Center, Ministry of Interior in 2006-2008 with the 42 categories by the Ramsar Convention wetland classification systems. We found 15 land use categories fully consistent with the definition of Ramsar wetlands, and partial areas of 12 categories were wetlands. According to Ramsar wetland types, we identified 26 categories with a total area of 450,000 ha, including 9 categories of marine/coastal wetlands, 9 categories of inland wetlands, and 8 categories of human-made wetlands with an area of 100,000 ha, 80,000 ha, and 270,000 ha, respectively.
