智庫在西方國家及美國,已經有相當長的發展歷程,特別是美國智庫在內政及外交政策議題已扮演必要的角色,且智庫數量及影響力不斷擴大。為提升教育政策決策品質除了增加學術研究者與教育政策制定者的溝通對話外,智庫的建立可以集結更多的學術界夥伴進行政策研究,藉此可發揮更大的研究產能,以供教育政策制定之參考。盱衡探討智庫的文獻或研究頗多,但國內專文或專題研究探究智庫與教育政策的篇數卻是相當有限,基於此,智庫與教育政策關係的探討是教育學術研究的缺口,值得進一步探討,故本研究將先探討智庫的定義及相關理論,並透過焦點團體訪談以了解學者專家對智庫與教育政策關係及展望的看法。最後本研究依據結果提出建議,以供相關單位之參考。
In western countries and American, the influence of think tank is growing. However, there are little literature and research about the relationship between think tank and educational policy in Taiwan. Therefore, the main purpose of the study is to explore the relationship think tank and educational policy. The study also employed literature review, document analysis and focus group interview to collect data. According to the results, the study will provide some suggestions for educational researcher, educational policy-maker and educational authority. |
