Investigation on the Quality of Sunscreen Products

為了解市售防曬化粧品之品質，本局自民國八十七年七月至八十八年二月止，委託各縣市衛生局於當地之美容精品店、便利超商、藥局（房）等販賣處所，就標示防曬成分、防曬係數(SPF)、防曬效能或品名與「防曬」功能相關之化粧品為抽樣對象，計抽得137件。以高效液相層析法，分析化學性防曬成分；呈色法分析物理性防曬成分。檢驗結果，防曬成分含量符合原廠規格者102件，不符合者17件（12.4%），內含國產11件，輸入6件，其中有五件屬相同產品重複抽驗，因此計有12種產品不符合原廠規格，其中以含2-Hydroxy-4-methoxy benzophenone，2-Ethylhexyl-4-methoxycinnamate，4-tert-butyl-4'-Methoxydibenzoylmethane及Octyl salicylate成分者最多，計有5件。不判定者18件（輸入16件，未標國別2件），其中有17件未申請查驗登記，但檢出防曬成分，1件標榜防曬，卻未檢出公告核准之防曬成分。產品之外盒或容器標示不符規定者28件(20.4%)，其中輸入25件，未標國別3件。本調查係本局之比較檢驗，曾於八十八年八月十九日發布新聞在案。

The purpose of this investigation is to understand the quality of sunscreen products. One hundred and thirty seven samples that claimed sun protection, SPF, UV blocking, were collected from cosmetic stores, supermarkets and drug stores from July 1998 to February 1999. High performance liquid chromatography (HPLC) and color reaction methods were used to analyze the contents of chemical absorbers and physical blocker such as titanium dioxide.The results showed that the sunscreen constituents of 102 samples complied with the requirement, 17 samples failed to meet the regulation, included 5 samples that were of the same products. Other words, 12 different types of samples failed to meet the regulation. There were 18 samples that did not apply for permission in advance for becoming available in the market. In regard to the label check, there are 28 samples with labels that did not meet the regulation.
