以組織動態能耐觀點建構臺灣檢察組織評核指標

The Establishment of the Evaluation Criteria of Taiwan Prosecutors Office-from the Aspect of Organization Dynamic Capability

在全球化浪潮的席捲下，各國國力競爭日趨白熱化，先進國家均竭力提升政府的競爭力，而競爭力來源之一係快速回應民眾對政府施政的需求與期許。而如何促使政府有效運作，並達成現代社會所需的各種功能，向來是各國學術界與實務界最關注的議題。臺灣檢察組織欲真正有效改革，唯有推動檢察組織評核制度，才能真正有效改變檢察組織多年沉?。然而評鑑制度的先決條件在於評鑑指標之建構，故本研究主要目的在於建構臺灣檢察組織評核指標，短程目標可以將指標卡入當前檢察組織的組織績效考核制度，長期目標可以在檢察組織評鑑制度實施後做為評鑑指標所用。本研究透過文獻蒐集、分析，透過相關文獻梳理出對於檢察組織具有評鑑價值之各項指標，並邀請學者專家提供意見修改，再經由德懷術之調查分析，最後並邀請學者專家以深度訪談方式，請學者專家提供卓見。研究者並依據此些調查、研究資料做為結論與建議，以提供臺灣執政當局參考。本研究經研究後發現1、臺灣檢察組織有必要實施組織評核（鑑），且評核（鑑）推動前必先建構評核（鑑）指標。2、本研究建構出5個構面指標、15個次級指標與98個指標問項。3、本研究所建構之指標：行政整合、組織學習與知識管理、創新變革、核心能力與科技應用的評核（鑑）指標，應有助於臺灣檢察組織，提昇組織效能與促進組織動態能耐。

In the wave of globalization, competition between each country has been increased fiercely. Advanced countries keep putting lots of efforts to enhance the competitiveness of the government, and one of the sources of competitiveness is to respond public demand of their expectations for government quickly. In addition, how to make the government operates more effectively, and meet all the requirements that asked by public has been an important issue for academia in every country. The only way to reform the Prosecutors Office is to implement prosecution organization evaluation system, and the most important part of the evaluation system is the construction of appraisal indicators and it will be the main part of his paper. Short-term target is putting the indicator into present evaluation system, and long-term target is using the result as the indicator after implementing prosecution organization evaluation system. This research sort out every indicator that is valuable to prosecution organization evaluation system through several methods. Fist, literature collections and analysis. Second, consult with lots of scholars and experts. Third, use Delphi technique to analyze. Finally, invite some scholars and experts to express their opinions through in-depth interview. The conclusion and suggestions in this research are based on all these research and information and will be used as a reference to the authority in Taiwan. In conclusion, there are some findings after research. First, implementing prosecution organization evaluation system in Taiwan Prosecutors Office is necessary. Second, this research has built up five aspects of indicators, 15 secondary indicators, and 98 index questions. Third, the indicators that are constructed by this research are administrative integration, organizational learning and knowledge management, innovation and transformation, and evaluation of core competencies and technology application. These indicators can be used in Taiwan Prosecutors Office to enhance the efficiency and organization dynamic capability.
