The role and transformation of city-region in the trend of globalization have turned into an important theoretical framework for the study of local development. However, global city is a process rather a place aiming to provide an institutional and cultural framework for functional integration in the global economies. Via the case of Kaohsiung city-region this study deals with the issues of local governance. I argue that the emergence of city-region government and empowerment of autonomy is necessary for development in the South Taiwan. On the one hand, it would be possible to face the dilemma of the global and cross-strait economical issues and, on the other hand, to tackle the populist geopolitics. Finally, to cross the ideological and political challenges of regional governance in the new world system is the ‘mission impossible’ for the South Taiwan. |
