To respond to the implementation of the human-centered New Southbound Policy, the present study focused on the dimension of proficient speakers of Southeast Asian languages. This article started with discussing the unbalanced language development of higher education in Taiwan. Due to the neglect of Southeast Asian languages, the country is facing a serious shortage of proficient speakers in these languages. In addition, an up-to-date survey of the New Immigrant Children's heritage language proficiency and ethnic identity was presented to the government, who is planning to train these children as the southbound qualified pioneers in the near future. In order to promote the New Immigrant Children's language ability, the government has made plans to incorporate the New Immigrant Languages into 12-year national compulsory education as a language course. However, there are some potential and predictable problems within the language course which may make this proposal unworkable. This article tried to point out the problems and to provide suggestions, hoping that they might be helpful for the adjustment of the language course before it is implemented. Finally, in view of the fact that Taiwan is a multiracial and multilingual society where now language problems will crop up from time to time, the paper points out the necessity of establishing a national institute of language to deal with any language related issues in the future. |
