整合多公務機關特性之電子差勤系統研究——以臺南市政府為例

Integrating Electronic Attendance System Research Based on Tainan City

政府為推動行政機關雙向互動、整合流程及流程改造，於民國 91 年 7 月訂定資訊廠商 開發機關表單簽核流程自動化系統（亦即電子 差勤系統）所應遵循之基本規範及其系統所應 具備之基本功能。建置電子差勤系統的主要目 的是要將原本書面表單的申請與簽核流程資 訊化，一方面減少表單紙本的印製，達到節能省碳，另一方面則縮短簽核表單流程的速度， 提升整體行政效能。本研究以臺南市政府及所 屬機關為研究對象，藉由電子差勤系統的成功 導入經驗，來探討如何設計整合多公務機關特 性之電子差勤系統。

In order to promote two-way interaction, processes integration and process reengineering among governmental organizations, on July, 2002 the TaiwanGovernment set up the standards for information signoff process automation systems (i.e. Attendance Management System) that related software companies should follow to develop such systems. The purpose of Attendance Management System is to transform the paper-based signing processes to become an information technology based flows, on the one hand to reduce the printing paper forms in achieving environmental friendly goal, on the other hand to shorten the time required by signing flow and improve the overall administrative efficiency. In this study, we focus on the Attendance Management System of Tainan City Government and the subordinate organizations. By examining their successful experiences, we discuss how to design an integrated multi-organization Attendance Management System.
