從中國的經濟改革看外交戰略的演變――以「大躍進」、「三線建設」及「改革開放」三個時期的中美蘇關係為主

共產中國自成立以來，約莫每隔十年即進行一次大規模的經濟改革。當時中國的外交戰略也相對稱著這三個時期，而對經濟改革產生極大的影響。40年代末建立政權的共產中國採取向蘇聯「一邊倒」的外交策略，之後因「中蘇交惡」而轉變至「反美抗蘇」。60年代中期後，為防美蘇入侵而提出「三線建設」，卻也因此修正「二條線」成為「聯美抗蘇」的「一條線」的外交策略。「一條線」的成功，創造了「改革開放」的國際環境，經濟因此成長，國力也逐漸增強而形成「中美抗衡」。但是隨著「新型大國關係」及「一帶一路」的提出，中國的外交戰略又有了新的演變。

At that time China's diplomatic strategy was also relatively symmetrical with the tree periods and ever made a great impact on their economic reform. The Communist Party of China founded at the end of 1940s adopted a diplomatic strategy of 'one-sided policy' to the Soviet Union, and then changed to 'anti-American and anti-Soviet' because of' Sino-Soviet split'. After the mid-1960s, three-line construction which has been put forward for the invasion of the US and the Soviet Union had an amendment of 'two-line' to the 'one-line' diplomatic strategy of the 'United States and the Soviet Union'. The success of 'one-line' has created the international environment of 'reform and opening up', and the economy has grown and national strength has gradually increased to form a 'Sino-US balance'. However, with the 'new relations formed as a result of 'one belt one road' introduced by China government , China's diplomatic strategy the relationship between China and the United States and the Soviet Union under the Cold War framework was also associated with the three major economic reforms. Not only the domestic economic reform has an impact on the diplomatic strategy, diplomatic strategy starts to make a big new turn.
