Although Taiwan is a democratic country, local politics in Taiwan since the end of World War II have been driven by the competing self-interests of local politicians rather than the goal of common wealth for the people. In certain areas, however, a policy of community building has elicited the substantial participation of residents in public affairs. This paper describes how this phenomenon arose from the formation of community culture. We examined whether the successful implementation of community building facilitated democratic consciousness among people, and whether this resulted in the practical transformation of traditional political operations in the areas in which they live. |
