描繪都市核心產業發展：以台北市為例

Mapping the Development of Urban Target Industries in Taipei City

在跨國經濟空間競爭加劇的趨勢下，使地方政府的經濟機能不能再僅止於「治理」 （governance）的角色，更需逐步轉型到「經營」（management）角色的扮演，於是往往需要 選擇地方核心產業來做為經濟政策推動的主要目標，以帶動區域經濟發展。只是，過去基於經 濟基礎分析所發展的區位商數分析（location quotient） 雖因具有操作便利性而廣受利用，但由於 該指標屬於靜態數值的比率估算，面對當前快速變遷的產業結構，往往使區位商數的分析結果 無法充分提出政策建議。因此本文藉由有效結合「工商普查資料」、「移轉份額分析」、「產 業關聯表」以及「疊圖分析」等技巧繪製產業空間地圖，以提供地方政府在篩選核心產業與決 定這些核心產業的發展區位時有所參考依據。同時，利用台北市做為操作範例，就台北市的核 心產業發展而言，結合區位商數LQ及競爭力優勢CP的整合分析，目前「集中且具備競爭優勢 產業」包括：「專業科學及技術服務業及支援服務業」、「電力及燃氣供應業」、「運輸及倉 儲業」、「資訊及傳播通訊業」、「公共行政及國防與強制性社會安全」、「住宿及餐飲業」、 「批發及零售業」、「不動產業」、及「金融及保險業」等九項。此外，進一步對照產業空間 地圖與衛星空照圖，更可提出相關具體空間政策建議，以做為地方政府後續發展核心產業政策 擬定之參考。

Under globalization, intense economic competition will induce local governments to adopt a governance attitude toward production factors within regions, and focus on management to increase productivity and attract investors. Therefore, for economic development by local governments, this study focuses on relevant theories and the necessary tools to meet the needed when selecting a target industry and generating an industry development map. This study uses Taipei City as an example for basic planning and policy establishment. Combining Industry Survey data with Shift-Share Analysis, Input-Output Analysis and Overlapping Analysis can serve as a basis for drawing a development map for target industries. With these target industry maps, planners can highlight development hot spots for each target industry and develop urban planning and industry development policies.
