Due to the NIMBY syndrome, urban service facilities are facing tremendous difficulties to be allocated. However, urban service facilities are necessary in maintaining healthy urban lives. Therefore, how to prevent or mitigate NIMBY effects becomes an important task for urban planners and managers. Researchable issues arise: Why residents are against NIMBY facilities? What are their concerns? What kinds of urban service facilities will induce NIMBY effects? How to mitigate these NIMBY effects? This paper adopts the Environment-Behavior research method to study NIMBY effects of urban service facilities in Taipei area in 1995. The willingness-to-accept of 67 urban service facilities is explored in this paper. Residents' attitudes toward these facilities are also examined. Based on these results, this paper calculates 'NIMBY indicators' to define NIMBY effects of urban service facilities. Strategies to overcome NIMBY effects are addressed in the last section. |
