Local government performance measurements have not yet been generally adopted as an evaluation system in the Taiwan's local governments. This result is partly because the planning and management of local cities in the past are essentially authorities of the provincial and the central governments. Only recently has the local autonomies been expanded and has the planning authority been decentralized into the local governments. Moreover, the demand for local services of the people has been diversified. The local government responses to these services and an efficient allocation of local reso urces are thus required. Then what services do local people really want? How to measure thelocal government performances? And how to improve local government performance measurement? It is intended in this artical to study the current settings and the execution feasibility of this system in Taiwan. Some ide as and techniques are introduced. And an empirical analysis on the total performance of the Kaoshiung City is investigated and discussed. |
