重大建設對活化區域活動之評估系統

EVALUATION SYSTEM FOR REGION ACTIVATING PROJECT

本文係結合了參考文獻1、2、5、6，將衝擊影響計測發展至評估系統的建立。全部體系基本上解決了既往研究的一些缺失，而具有下列特色：(1)解決了衝擊影響計測中之效益歸屬問題，明確了地區別、主體別的衝擊影響。(2)深化衝擊影響內容，使波及效益、轉移效益、剩餘效益更為明確。並透過市場均衡模式，將一些非歸因於重大建設所衍生的效益予以扣除。(3)以使用問卷調查資料，借助專家學者之學識、實務經驗，將定量與定性要因做結合，故兼具理論‧數理的嚴密性與實務‧經驗的綜合判斷性。(4)以使用尺度構成方法，將定性要因予以量化。(5)以使用無次元的尺度變換，將定性‧定量要因綜合化、標準化。(6)多項異質之重大建設均可使用本評估系統彈性適用於不同範圍大小的區域。(7)透過對話方式以累積經驗來改進要因選定、問卷設計，使整套評估系統更臻於符合實用價值。又，本文中的理論為針對上述(3)～(5)的內容來做探討。

This paper tries to manipulate the measurement of impact study to establish 'Evaluation System' (reference 1, 2, 5, and 6). Therefore, the goal of this paper will solve some insufficiency of former researches as following: (1) To solve problems of 'Benefit Attribute' in the impact study, and identify the impact study between region and subject. (2) To find more content of the impact study. (3) To use data of questionnaires to combine or connect factors between quantity and quality. (4) To utilize 'Scaling Methods' to transform factors of quality to quantity. (5) To standardize factors of quantity amd quality, using the non-dimensional scaling transformation. (6) To apply 'Evaluation System' to evaluation dissimilar or conflicting projects in different regions. (7) To improve selectivity of factors and design of questionnaires from the method of dialogue to make the 'Evaluation System' more practical.
