社會資源的盤整與運用探析：從某縣市社會行政部門的考察

Discussionof the Resource Inventory & Integration in Social Service: An Inspection at Local Social Affairs Department

社會資源須藉由系統的盤整分析，才能有效運用，包括從分析特定區域內，目標群體可利用的服務及提供與需求之間的差異，幫助機構避免服務方案重複與競爭的「盤整」，以及對現有資源提供更理性分工與協調共識的建立，進行系統的資源配置，產生社會資源的功能的「整合」。研究者以東部某一縣市政府社會行政部門為例的個案歷史考察，蒐集研究對象自社工員制度以來，訪談社工實際操作社會資源運作經驗探究分析。研究發現社會資源的盤整運用，應從社會服務的過程，包括：贊助者（購買者、規劃者、募集者）、輸送者（提供者、服務者、協助者）、使用者（消費者、服務對象參與者、顧客）等不同階段，併同人力、財力、物力分別思考運作。研究結論與建議：（1）社會資源運用的靈活性是重要的必要條件；（2）行政部門社工應跳脫僵化思維，以凸顯專業的特性；（3）社會行政部門主管的價值認知，有助於資源運用方案的推陳出新；（4）新人新政與人走政息成為社政部門創新延續發展的隱憂，應關注組織文化的建立；（5）民間資源多樣性與正式化的差異，有賴公共行政部門積極梳理引導發揮效能。

Social resource is divided into human, material, and financial resource. And the social source is the static state with existenceall around.It might be generating function, onlywhen it was inventoriedcarefully and integrated completely. The topic of this thesis, discussed how the social resource was used in inventory and integration during welfare delivery process at local social affairs department. The integration and delivery process of social service can be separated into three stage: (1) purchasing stage (sponsor, planner); (2) delivering stage (provider, server, helper); and (3) using stage (consumer, client, user). Each stage has its point, while using. The social resource can be made good use with caution, when inventoried and integrated. The conclusion of this research, from the government's view, is: (1) with the innovation of resource manipulation, while use it; (2) avoid therigid thinking in the administration department of social work; (3) insist on the value of profession for administration manager; (4) social resource, being packed in difference of formal characteristic, has to be dredged by public administration department.
