作為司法改革的“排頭兵”，最高人民法院巡迴法庭的設置與實踐，既能夠通過最高審判權力的“下沉”帶來社會矛盾糾紛的就地化解，也能夠通過最高司法權的在地化運行來促使巡迴區司法行為的規範化，還有助於確立通過司法機制分配地方利益以及這種分配方式的權威性。由此所帶來的，不僅是地方司法杈的行使被進一步高度統一到最高人民法院的司法行動邏輯上來，而且也確保了國家通過司法進行地方社會治理的可能性，從而有助於國家通過司法權威的塑造來助力國家權威的提升。當然，對於巡迴法庭的進一步發展，以及由此可能帶來的對司法世界與政治社會的影響，我們也要敏感並有所預判，要通過巡迴法庭司法職能的合理設置以及司法成本的均衡分擔，來確保巡迴法庭良性運轉的同時，促使其司法－－法治功能與社會－－政治功能的良好發揮，從而實現司法改革的整體目標。
