A four-layer Narrative Policy Analysis, which includes definition of the issue, identifying two narratives, generating a metanarratives, and determining the alternatives, has been applied to investigate the Internet privacy policy issue. This top-down approach could be used in many controversial policy issues such as Internet regulations. This research proposed three propositions. Though only one proposition is supported by current literature, two other propositions could be used for future study. |
