In the process of making related regulations and acts in Taiwan, the earliest one is the Child Welfare Act in 1973. The core opinions through these acts are “welfare” and “protection”. To trace back to the original protective services, we can’t ignore reporting hotline and its effects. This article focus on the author’s experience in social work, and leads the audiences to understand the history and contexts of the reporting hotlines, and marshal the development and changes of protective services |
