資訊仲介模式在政府電子服務平台之應用研究──以財團法人生物技術開發中心為例

An Application Research of Infomediaries Model on The Web Service Platform of Government at the Development Center for Biotechnology

生物科技產業已經成為世界各國政府及創投機構參與投資的重點產業之一，為導引民間投資生技產業，政府以帶頭的方式，由行政院國家發展基金，直接投資生技公司。生技中心是國家投資媒合工作的資料蒐集及創投獎勵的推薦者，而經濟部工業局則為雙方媒合是否成立之審查單位。本研究在探討生物技術開發中心為生技業者與創投公司提供WEB 投資媒合系統之可行性。本研究提出第三方推薦模式的資訊仲介模式並針對此模式設計問卷，進行三方深度訪談並獲得證實其可行性。獲得的具體成果有五項：1.提出一個結合生技中心資訊推薦功能的第三方資訊仲介媒合架構，供生技中心建構WEB投資媒合平台之用。2.根據生技中心資訊媒合需求，提出三方在WEB資訊服務平台的資料需求，並獲得資訊媒合所需要的各方資料。3.生技廠商認為本模式對其幫助的主要效益為：減少業者的行銷成本，增加在產業中的能見度並拓展和創投業者接觸機會。4.創投與協力廠商認為本模式對其幫助的主要效益為：減少資訊不對稱所造成的時間延宕，提早找到具備投資潛力的屬意對象。5.生技中心媒合業務人員認為本模式對其幫助的主要效益：為容易比對雙方需求資訊。減少研究人員浪費在蒐集資訊的時間，可以增加服務內容品質加速投資媒合成功率與提升顧客滿意度。

The increase in value and business opportunities created by applying biotechnology to health care and pharmaceutical production has compelled governments of advanced countries in the developed countries to increase investment in biotechnology. In Taiwan, biotechnological industry is developing stage, so the government acts as an accelerator to increase the investment. The government integrated the private and public sectors into encourage the biotechnology industry development by using the National Development Fund to invest the biotechnology companies. The Development Center for Biotechnology (DCB) plays the important role in collecting information and recommending for investing biotechnology industry. Then, the Industrial Development Bureau Ministry of Economic Affairs (IDBMOEA) is to play the reviewer and auditor which make sure whether the investment is success or not. This study explore that the feasibility of building a Web infomediary service platform for venture capital company and biomedical company match for investment information by DCB. This study expanded the traditional infomediary model that only focus on sellers and buyers on the government roles in Taiwan’s biotechnology market. Applying the new triangle infomediaries model designed the questionnaire to collect the opinions of experts from venture capital managers, biomedical company managers, and senior managers in DCB. The main conclusions are following: (1) It is useful for DCB offering the third aspect recommending information in triangle Web infomediary model; (2) From the experts opinions , the study use the priority setting to choose the necessary items for matching on the infomediary platform; (3) In the biotechnology company view, the Web infomediary platform brings benefit on decreasing the cost of marketing, increasing the visibility of company in the market, and adding to the opportunity of contact with venture capital; (4) In the venture capital company view, it is useful to decrease the asymmetric information between seller and buyer which is due to wastes time for matching, and quickly find out the potential investment company; (5) In the DCB view, it is helpful for easily matching the needs between biotechnology and Venture capital companies. It is more quality and efficiency to increase the successful opportunity of matching. By the way, it can be improvement the satisfaction for DCB services.
