以原住民為服務對象之公務人員核心職能探討：民眾需求觀點

The Competence of Public Servants Who Serve Indigenous People: A Public Demand Perspective

本文以公務人員為探討對象，從民眾需求觀點出發，藉由問卷調查與統計分析方法，探究原住民期待公務人員應具備哪些職能，進而作為原住民族行政體系相關人員職能設定之參考。目前政府認定的原住民族共有十六族，由於各族的歷史經驗及語言文化不同，理當不能將原住民族視為一個單一族群，而必須差異看待，本文選擇以卑南族作為研究範圍，希冀藉此作為未來探究其他族群的架構參考。本文發現，卑南族人除了對一般職能有需求外，也對文化知能更具備高度期待；並且在各職能指標中，尤其認為公務人員應具備多元文化、文化素養、文化認同與專業性等職能。

This paper is to find out that indigenous people expect what the competence of public servant. Indigenous people in Taiwan cannot regard as a single ethnic. The object of study is Pinuyumayan People, explore what kind of the competence they are expected, use survey techniques and statistical analysis to find out what indigenous people demand.
