保護性服務社會工作者工作困境之研究－－以台北縣家暴中心疑似性侵害案為例

A Study of Social Workers' Dilemma on Protective Social Services-The Case of Sex Offense Reported in Taipei County

為了呈現保護性服務工作者專業工作的工作困境，本研究以2002年底爭議最大、影響最廣的台北縣家庭暴力暨性侵害防治中心疑似性侵害案件的討論做引言，了解從事保護性服務社會工作者之工作困境和決策依據；本研究運用非結構之焦點團體訪談法，針對國內八縣市家暴中心之社會工作者共29位、舉辦8次的焦點團體訪談；研究發現「北縣案例」不僅形成了各縣市保護性工作者的集體創傷經驗，也對他們的工作士氣、工作態度和組織關係，產生了相當大的影響；而在保護性議題的特殊性下，亦使得受訪者形成了多樣的決策型態。

To understand the professional dilemma in the protective services the study began with the controversial child sex offense case from the domestic violence prevention center, Taipei county. The study used unstructured focus groups assembled by 29 social works from the domestic violence prevention centers in 8 cities to understand the professional dilemma and decision of protective social service workers. The study concluded that the ”Taipei county case” not only has become a collective traumatic experience, but also impacted heavily on workers' moral and professional attitude. The study also discovered various decision patterns among workers because of the uniqueness of protective social services.
